The neon-blue waves are by phytoplankton!!, microscopic sea creatures secrete chemicals to light as a survival mechanism.

I saw this once in Laguna Beach. I had no idea what was happening. Every step I took on the sand turned blue and when I picked up the sand, it glowed blue in my hands. I thought someone was shining a neon light on the waves haha. It was amazing and I have NEVER seen anything like it since 🙁

there is a few different ways to see this… the churning waves from shore & glow-sand/kelp.. From a power boat… But from a Kayak on calm water, with minimal light pollution, its amazing… sting rays, flat fish, sharks and all kinds of sea creatures get lit up by the bloom.. You can see every curve and crease of their shape in full detail. Ones that move too fast look like fireworks shootin off through the water… its beautiful. Like boating on a sea of stars.
